Encon was a major subcontractor to develop an Engineering, Procurement and Construction (EPC) specification for a 25 MW gas turbine combined cycle cogeneration plant for the Colterm district heating company in Timisoara. Encon also supported the Project Implementation Unit (PIU) in the tendering and implementation of the project. Encon was responsible for developing EPC specifications, preparing EPC terms of reference, procurement terms and conditions, soliciting bids, evaluating proposals, and overseeing the work of the EPC contractor.
