Analysis of Market Barriers to the Deployment of Small-Scale Renewable Projects in Bulgaria

Description of actual services provided:

The Project had the following objectives:

  • Since 2004 the European Bank for Reconstruction and Development (EBRD) is supporting the development of small-scale renewable energy projects (biomass, wind, hydro, solar, geothermal) in Bulgaria through the Bulgaria Energy Efficiency and Credit Line Facility (BEERECL). In this regard, there exists now a stock of projects which have been developed successfully and where the project developers will have a unique insight into the market and regulatory barriers that mitigate against the growth of small-scale renewable energy projects in Bulgaria, in particular in the area of gaining network connections for electricity projects. This valuable experience could be of use to new investors in these types of projects and to regulatory authorities alike, if it could be collected, analyzed and disseminated,
  • The objective of the Project is to provide the EBRD with a comprehensive report on a detailed analysis of the experience of small-scale renewables developers in Bulgaria and to disseminate this experience in the form of a report and presentations to Bulgarian authorities. International experience in the area of developing renewable energy projects shall be emphasized in this Project,
  • The key deliverables of the Assignment are reports comprehensively addressing and covering all tasks including the Final Report ready for publication.

Encon implemented the following tasks:

 

  • Analyze the experience of small-scale renewable project developers financed through BEERECL by conducting face-to-face interviews,
  • Analyze the experience of small-scale renewable project developers financed through BEERECL by conducting face-to-face interviews,
  • Analyze the legal framework for deploying small-scale renewables and compare it to the real life experience made by the developers,
  • Compare the results from the analysis under (ii) with the legal framework for deploying small-scale renewables in Austria and Denmark,
  • Analyze the realistic potential for the monetization of CO2 emissions reductions/ avoided CO2 emissions from small-scale renewables projects in the context of the Bulgarian carbon market,
  • Submit a written and comprehensive report on the findings on (i), (ii), (iii) and (iv),
  • Produce a version of the report ready for publication, formatted both for paper and electronic publication.
