Description of actual services provided:
The Project was divided into 4 Lots as follows:
- Lot 1: Energy Efficiency Measures in Public Buildings in North-West Planning Region of Bulgaria. This lot includes 36 sub-projects, the Beneficiaries are 11 hospitals, 5 schools, 15 kindergartens, 4 administrative buildings, and 1 cultural house
- Lot 2: Energy Efficiency Measures in Public Buildings in South-West Planning Region of Bulgaria. This lot includes 38 sub-projects, the Beneficiaries are 19 hospitals, 9 schools, 4 kindergartens, 4 administrative buildings, and 2 other public buildings; 1 reserve sub-project with 4 buildings - 2 administrative buildings and 2 other public buildings
- Lot 3: Energy Efficiency Measures in Public Buildings in Central South Planning Region of Bulgaria. This lot includes 49 sub-projects, the Beneficiaries are 9 hospitals, 17 schools, 17 kindergartens and 6 administrative buildings
- Lot 4: Energy Efficiency Measures in Public Buildings in Central North, North-East and South-East Planning Regions of Bulgaria. This lot includes 44 sub-projects, the Beneficiaries are 11 hospitals, 15 schools, 15 kindergartens, 2 administrative buildings and 1 cultural house
The scope of the energy efficiency measures on the Project included the following:
- Installation of new demand-side control devices (room thermostats, thermostatic radiator valves, etc.) that regulate the heating supply in compliance with the real consumption needs
- Insulation or change of the old thermal insulation of roofs, external walls, floors of the buildings with ones that comply with the heating balance criteria
Encon Team worked on the following specific tasks:
- Task 1: Reviewing and monitoring the implementation of the Project/Sub-projects
- Monitoring implementation, maintaining direct contact with the Beneficiaries and the Contractor/s
- Performing on-site inspections during implementation of energy efficiency measures – during at least three (3) site visits to each sub-project
- Task 2: Validation of successful completion
- Verifying invoices issued by the Contractor(s)
- Validating partial/overall completion of the facilities by the Contractor(s) and issue Validation Certificates
- Task 3: Assistance, advice and instructions to various Beneficiaries and MEE regarding contract issues (technical and financial)
- Advising and instructing the nominated representatives of the Beneficiaries of the Sub-projects regarding how to perform day-to-day Sub-project supervision and report its results
- Reviewing the notices, instructions, information and other communications given by the Contractor(s) to the Beneficiaries or MEE and providing recommendations on the response
- Making recommendations to MEE, should any amendments to concluded contracts become necessary
- Directly assisting the Beneficiaries and MEE with the initiation and agreement of changes in the Facilities in the course of implementation, unless any impact on the contract price, using the Change Order Procedure, envisaged in the Contract(s) between MEE and the Contractor(s) or propose a different Change Order Procedure
- Making suggestions and recommendations directly to the Beneficiaries, unless any impact on the contract price, for improving the implementation of the Project
- Seek approval from MEE in cases where the corrective actions have impact on the price of the contract between the MEE and the Contractor
