Description of actual services provided:
The Project objectives were:
- Assist the cities of Kiev, Ternopil, and Kamyenetz-Podilsky to plan and implement energy efficiency investment programs in their municipal sector
- Help the selected cities identify and develop bankable municipal energy efficiency projects and facilitate their financing
- Facilitate the development of viable financial mechanisms for replicating and scaling up piloted municipal energy efficiency investments, and
- Disseminate the best practices and lessons learned with cities throughout Ukraine
Encon performed the following activities:
- Performing an energy efficiency assessment of the municipal sectors in the three cities
- Developing Municipal Energy Efficiency Programs, investment pipelines and pre-feasibility studies for the three cities
- Working with the designated city government counterparts develop a City Energy Efficiency Transformation Program, including clear energy efficiency targets, investment priorities and a pipeline of bankable projects, potential financing and delivery mechanisms, implementation arrangements, and key initiatives needed to strengthen local capacity
- Preparing pre-feasibility studies for three building energy efficiency projects (schools, kindergartens, hospitals) selected from the investment pipelines of the partner cities (one in each city) for potential funding by UkrEximBank and the World Bank. This includes preparing preliminary cash flows and financing plans as well as presenting the projects to UkrEximBank and their participating banks. Task includes developing suitable financial structuring, security, and loan terms to ensure the projects are finance-able under the existing credit line.
