Description of actual services provided:

 

Encon Services performed an energy audit of the street lighting system of the Pravets Municipality and developed a business plan for potential investments including funding from the European Bank for Reconstruction and Development (EBRD). In addition to the town of Pravets, 11 settlements and 10 villages are located in the Municipality.

 

The Encon Services team collected detailed information and performed the analysis of technical conditions of the street lighting systems, energy consumption, and O&M costs.  Categorization of the streets/roads was made in accordance with the new standard БДС EN 13201: 2016 introduced by the European Commission. This standard regulates the maximum brightness and illumination values for all classes of street lighting. In accordance with the new standard requirements, streets/roads and parks were classified with different types of lighting situations and depending on additional criteria, various classes of lighting exist.

 

The proposed energy saving measures included replacement of the old lighting fixtures with appropriate energy saving ones, mainly LED luminaries. It was also proposed to control street lighting systems with automatic relays produced in Bulgaria with incorporated astronomical schedule, which was a comparatively low cost solution. The centralized lighting system with a modern real time control and management system was proposed for the town of Pravets.

 

Representatives of the leading companies in the field of lighting technology, such as General Electric, Philips, Siemens, ОSRАМ, and other and were contacted by Encon Service, and they presented their offers.

 

The implementation of the proposed measures will save 402.876 MWh electricity or BGN 66,475 per year and provide annual greenhouse gas emissions reduction in the amount of 329.956 t. In addition, the maintenance and repair costs will be reduced by BGN 22,009 per year. The total cost of the project is EUR 414,840.

 

At the end of June 2017, the business plan concept was presented by Encon Services to the Mayor of the Pravets Municipality. The Pravets Municipality supported the proposed concept and submitted the project to the EBRD for financing.
